2026 LEGISLATION
Meredith sponsored the following bills, which were signed into law by Governor Michelle Lujan Grisham this year:
HB 154 Changes the statutory definitions governing the Advanced Energy Equipment Income Tax Credit and the Advanced Energy Equipment Corporate Income Tax Credit to expand and clarify the scope of what qualifies as an advanced energy product.
HB 165 When a property is under an industrial revenue bond lease, the lessee (rather than the property owner) is responsible for paying special assessments under New Mexico's C-PACE (Commercial Property Assessed Clean Energy financing) program, which finances energy efficiency, renewable energy, and resiliency improvements on commercial and industrial properties.
HB 80 Phases in an increasing share of oil and gas conservation tax revenue (up to 100% by 2037) directed to the Oil and Gas Reclamation Fund, which is used to plug abandoned wells and restore contaminated sites across New Mexico.
HB 255 Extends the High-Wage Jobs tax credit, one of our state’s most successful economic development tools, to help businesses create quality, good-paying jobs in our state.
HB 99 Limits punitive damages to cases where there is clear and convincing evidence of malicious or reckless conduct, and caps these damages at the same level as other malpractice awards, reducing the legal uncertainty that can drive providers away.
